Role Overview :

This position is responsible for administering and overseeing Tall Structure Regulation as well as noise sensitive permitting as it relates to Indiana Code for public-use facilities. This position will oversee the early coordination process and respond on behalf of the Office of Aviation as it relates to any state construction project and will file permits through the FAA once the project is reviewed. The aviation program manager role will also be in charge of requesting and documenting based aircraft from all airports in the state. This will be performed in conjunction with the Indiana Department of Revenue (IDOR) as well as the Federal Aviation Administration (FAA). This position will also require that the applicant holds an FAA Part 107 small UAS certificate, which will be utilized during the course of employment. This role will be instrumental in helping to document UAS operations throughout the state while utilizing the INDOT UAS CONOP's that were recently completed. The aviation program manager will do so through the UAS WebTool that was created. This position shall be familiar with Pix4D as well as ArcGIS in order to help the Office of Aviation complete missions pertaining to mapping. The successful applicant will also be involved with the planning efforts from the Indiana State Aviation System Plan (ISASP) update as well as the Airport Economic Impact Study (AEIS) update.

 

Salary

This position traditionally starts at an annual salary of $59,800.00. Salary for this position may be commensurate with education and job experience. 

 

Location

This position is located in INDOT’s Central Office, Indianapolis.

 

A Day in the Life:

The essential elements of the job duties: 

  • Issue tall structure and noise permits statewide in accordance with IC 8-21-10
  • Provide UAS pilot and visual observer services for INDOT’s UAS program in accordance with FAA Part 107
  • Assist with INDOT’s UAS Program Development – CONOPS/SOP/Risk analysis
  • Review Early Coordination requests of environmental review for airspace impacts statewide and respond accordingly
  • Coordinate website maintenance
  • Manage the statewide reporting of based aircraft
  • Encourage the development of airports in the state to bolster economic impacts statewide and at the local level
  • Administer state and federal grant programs to transportation providers
  • Maintain compliance with state rules, regulations and requirements
  • Assure effective operation of grant assistance programs
  • Soliciting and evaluating grant applications from transportation providers
  • Assist with the development and implementation of annual work plans
  • Coordinate and monitor the grant procurement activities
  • Compile, analyze and complete reports of key operating and financial data from the state's public transportation systems

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirement to be considered for employment:

  • BS Degree in Aviation Administration, Aviation Management, Civil Engineering, or related field preferred.
  • Minimum 2 years’ experience; or significant course work in related field supplemented with practical experience; or 4 years demonstrated project management related work experience.
  • FAA Part 107 Remote Operator Certificate
  • Basic knowledge of aviation terminology; engineering processes; FAA Part 77 regulations; airport lighting, signage, and marking circulars.
  • Strong written and verbal communication skills and the ability to present information effectively to groups.
  • Skill in use of computer and software, particularly for spreadsheets and databases.
  • Experience with PIX4D and ArcGIS preferred.
  • Ability to comprehend and interpret a variety of aviation principles, procedures, criteria, plans and specifications and related data.
  • FAA Private Pilot certificate with instrument rating is preferred but not required.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
