This position is located in the Provo Area Office, Field Engineering Division, Construction Management Group. The selectee is responsible for field representation, inspection and engineering control work in support of Reclamation construction contracts and construction management services. Responsibilities include on-site inspection for compliance with plans and specifications, plant inspection of welded steel pipe and other metal fabrication, remedial work on existing features, and new projects features within the jurisdiction of the Bureau of Reclamation, primarily in the Upper Colorado Region. The incumbent is often the sole Reclamation representative at the fabrication plant and also the only Reclamation employee at dam sites and associated features, which are frequently in remote or isolated locations.

This position is designated as a LOW-RISK position. It requires a fully completed and favorably adjudicated SF85 Background Investigation (T1 or equivalent) that is current (within the last 5 years). This is a condition of employment.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have at least one year of specialized experience comparable in scope and responsibility to the GS-10 grade level or pay band in the Federal service (obtained either in the private or public sectors) performing at least three (3 )of the following: (1) welding experience or experience inspecting production welding; (2) conducting inspections of water delivery and/or storage facilities including installation of the following: welded steel pipes, valves, fittings, gates, or other similar appurtenances; (3) conducting inspections of structural concrete including erection forms, rebar, vertical concrete placement, flatwork, etc.; (4) conducting inspections of critical earthen structures (i.e., bridge abutments, embankment dams, levees, pipeline backfill) requiring moisture and/or compaction control; and/or (5) performing construction or construction inspection requiring reading, interpreting contract drawings, and/or specifications for civil works project.

Physical Demands: Field work, often in rugged areas, requires strenuous physical effort such as: stooping, lifting, bending, walking, and climbing around facilities in operation or under construction. Office work is sedentary.
Working Conditions: A minor portion of the work is performed in an office setting. Most of the work is performed outdoors with recurring exposure to construction hazards and extreme temperatures. Work environment is a function of project scope and location. Inspection is completed on-site and may
require travel between 50 and 85 percent of the time. The type of travel is also a function of scope and location. Work may be performed anywhere in the 17 western states covered by Reclamation. Where projects are located beyond the Provo Area Office jurisdiction, travel details may be for extended periods of time with one or two trips back to the primary duty station per month. Where projects are within the Provo Area Office jurisdiction, but beyond a reasonable distance for daily project commute (as determined by management), travel details would reflect contractor schedule - generally working 5 days a week before returning to the primary duty station. Work regularly requires overtime (approximately 80 percent of the time) and occasionally requires night and weekend work (approximately 10 percent of the time) to coordinate with contractor schedules.
