Overview



This position is responsible for leading the development and implementation of the PPPL electrical safety program, consistent with Laboratory Environment, Safety, and Health (ES&H) policies and US Department of Energy requirements. The objective of this program is to limit the risks to employees, the general public, the environment, and equipment by the identification, evaluation, and control of electrical hazards and training of employees.

Responsibilities



Core Duties

  • Review and approve facility wide electrical design, construction, operation, and decommissioning procedures to ensure compliance with applicable regulatory and code requirements, particularly regarding medium and high voltage installations (600 volts and above). Participate in design reviews for the above activities.
  • Inspect medium and high voltage electrical installations and construction job sites to monitor adherence to safety practices and procedures.
  • Develop, maintain and conduct training on Electrical Safety topics including, but not limited to, Basic Electrical Safety, Lockout/Tagout, Capacitor Banks, Battery Banks and Electric Utilization.
  • Maintain currency in applicable federal, state, and local safety regulations and codes, and modify PPPL policies and practices to ensure adherence to the applicable requirements.
  • Provide professional electrical safety engineering support including developing, updating and interpreting PPPL policies and practices, codes and industry standards as needed to advance the electrical safety program.
  • Disseminate electrical safety information and instructions to promote the objectives of the electrical safety program through effective oral and written communication, such as newsletter articles and small group meetings and formal training sessions.
  • Conduct assessments of Electrical Safety Programs, including field inspections, procedure and policy reviews to identify weaknesses and corrective actions.
  • Provide support as needed to all other aspects of industrial safety including OSHA compliance evaluations, accident and incident investigations, program development and training.
  • Support, collaborate, advise and provide guidance as a Subject Matter Expert to laboratory leadership and project stakeholders in pursuit of the laboratory mission objectives.
  • Any other duties as assigned.




Qualifications



Education and Experience

  • Bachelorâ™s Degree in Electrical Engineering preferred. In lieu of an Electrical Engineering Bachelor's degree, we will consider candidates who are actively enrolled and working towards completion of a bachelorâ™s degree in an accredited Electrical Engineering degree program.
  • Advanced degree in Electrical Engineering preferred.
  • A minimum of 10 years of relevant experience in the electrical generation, transmission, and distribution field.
  • At least 5 to 7 years of experience in design, fabrication, testing, and/or operating medium and high voltage electrical systems and components; implementing electrical safety practices in national laboratory or industrial settings; and/or performing electrical safety interpretations and implementations.
  • Experience in development and conducting of training on electrical safety topics is required.
  • Expert working knowledge in NFPA 70, NFPA 70E, NESC, Arc Flash Hazards, Arc Flash Analysis, Personal Protective Equipment and OSHA regulations.
  • Experience in a research and development setting is highly desired.

Knowledge, Skills and Abilities

  • This position requires expert level knowledge of electrical standards, codes, and regulatory requirements as applicable to industrial, commercial, laboratory, and/or manufacturing settings.
  • The individual should be familiar with the equipment, tools, and work practices of the industrial trades as well as with research and development practices for high, medium, and low voltage, AC and DC electrical systems.
  • The individual should have a general knowledge of disciplines other than electrical engineering criteria, and contract documents with an ability to apply electrical safety knowledge through development and implementation of programs and assessments, and to conduct incident investigations is needed.
  • The position requires the ability to communicate effectively and professionally. This individual must have excellent communication skills to relay, both verbally and in writing, any safety criteria, concerns, and recommendations to personnel at all levels of the Laboratory while working effectively as a team member.
  • Ability to apply computer-based tools to development of reports, track assessments, and document evaluations is required.
  • Ability to use a computer and Google Office Suite and Microsoft Office Suite products.

Certificates and Licenses

  • Current NFPA 70E CESCP certification or the ability to work toward and obtain within one year of employment.

Physical Requirements

  • Must be capable of accessing all work areas to physically view work practices and conduct inspections.
  • This position may involve bending, climbing, and kneeling.
  • Must be able to periodically lift up to 45 lbs.

Working Conditions

  • Most duties will be in an industrial/ research laboratory environment.
  • Occasional work outdoors, in varying weather, to include heat and cold may be required.
  • There may be an occasional need to work off-hours and/or weekends to support emergency or mission critical events.
