NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE the open-competitive minimum qualifications for this position. The qualifications are:

  • a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
  • a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR
  • a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR
  • Two years of the experience in information technology.


PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 or Information Technology Specialist 1 (Programming).

Competitive Minimum Qualifications

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter. Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:

  • a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science;
  • a bachelor's or higher-level degree in any field and at least one year of the experience in information technology;
  • a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology;
  • Two years of the experience in information technology.


Duties Description

The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 2 (Programming). Under the direction of the Information Technology Specialist 3 (Database), the Information Technology Specialist 2 (Programming) will serve as the Data Visualization Report Developer for the State Longitudinal Data System (SLDS) project. The SLDS project aims to modernize infrastructure and improve the interoperability to demonstrate proof-of-concept for a Statewide Longitudinal Data System, which ultimately integrates data from Pre-K through 12 grade, higher education, and workforce data sets. Duties of this position include, but are not limited to:

  • Collaborates with stakeholders and SLDS team to understand reporting and requirements and objectives for data visualization;
  • Design and develop visually appealing and intuitive reports and dashboards to present SLDS data in a meaningful way;
  • Select appropriate data visualization tools and technologies to create interactive and dynamic reports with tools such as Power BI, Cognos, and Tableau;
  • Extracting data from the SLDS to create datasets suitable for the visualization;
  • Development of visualization tools through a website interface to make data visualizations available to the public;
  • Creating data visualizations such as charts, graphs, maps, and tables to effectively communicate key insights and trends through use of SLDS data;
  • Implement interactivity and drill-down capabilities in reports to enable users to explore data at different levels of detail;
  • Incorporates best practices for data visualization and design, adhering to web accessibility requirements and guidelines, including color, coding, screen reading labeling, and layout optimization;
  • Ensure data accuracy and consistency in reports by validating data sources and implement data quality checks;
  • Ensure availability of data visualization reports and interactive tools through the website presence;
  • Collaborates with data architects and ETL developers to optimize data structures and queries for reporting purposes;
  • Collaborates with other program offices and state agencies to ensure alignment with overall organizational goals and state SLDS goals and strategies; and
  • Manages all SLDS technical work using NYSED IT system tools, such as Atlassian Jira and Confluence.

CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of coursework and experience will be required at the time of interview for all candidates.

This position leads to a maximum salary of $82,656 based on annual performance advances.
