Job Description

PRIMARY FUNCTION:

Under the general direction and supervision of the Superintendent the Information Technology Manager is responsible for planning, organization, integration, implementation, and maintenance in matters related to district information and networking services. The Information Technology Manager will participate in long-range planning and development within a multi-site network environment, and acts with a high degree of independence of action in the assigned areas of responsibility. An essential function of this position is to oversee all aspects of network security and platform integration, and to ensure the protection of critical student and employee data. This position is responsible for staying current on the latest security strategies and requirements specific to education by attending professional meetings and conferences, participating in professional learning communities, and monitoring relevant discussion forums and information-sharing networks.

ESSENTIAL FUNCTIONS:

  • Plan, design, install, and maintain:
    • All local and wide area networks
    • Facilities upgrades and enhancements as it relates to all networking and information technology infrastructure
    • Network security systems, including implementation of industry best practices for safeguarding critical student and employee data
    • Employee user account and employee network resource management
    • Interagency networking service agreement
    • Service for repair, replacement and maintenance of existing computer hardware
    • Training for district staff as appropriate
  • Manage and oversee Azure-based server infrastructure, including:
    • Configure Azure resources and manage hybrid cloud environments
    • Monitoring of cloud service performance and costs
  • Install, maintain, and improve district-wide area network (WAN) and each campus local area network (LAN)
    • Analyze and monitor Wi-Fi, WAN and LAN systems and procedures to ensure efficient and reliable access to all internal (intranet) and external (internet) network resources
    • Manage and deploy devices for staff and students
  • Maintain and optimize SQL databases:
    • Ensure data integrity, security, and performance
    • Implement backup procedures and troubleshoot connectivity issues
  • Establish and maintain system interoperability:
    • Develop back-end connections between multiple systems
    • Manager APIs and file exports for data exchange between platforms
    • Ensure seamless integration between on-premises and cloud-based systems
  • Manage the district's Laserfiche platform:
    • Oversee the implementation and maintenance of Laserfiche forms and workflows
    • Administer the district's digital document repository, including user permissions and access controls
    • Design and optimize document capture and storage processes
    • Train staff on Laserfiche functionality and best practices
    • Ensure integration with other district systems
  • Manage the district's cloud-based VOIP phone system:
    • Administer accounts and maintain system reliability
    • Ensure emergency calling functionality and compliance
  • Oversee the Informacast notification system:
    • Maintain integration with school bell/speaker systems
    • Configure emergency notifications for onsite personnel and emergency services
  • Oversee the district's ERATE program:
    • Collaborate with ERATE consultant to identify and develop eligible network projects
    • Prepare and submit applications for ERATE funding
    • Maintain comprehensive documentation as required by the ERATE program
    • Coordinate implementation of ERATE-funded projects
    • Track project budgets and expenditures related to ERATE funding
  • Management of Google Apps for Education domain, admin console, and connected cloud-based tools
  • Provide and coordinate support services for the installation and repair of staff and student hardware such as laptops, Chromebooks, and iPads
  • Manage all information technology projects, including:
    • Oversight of all IT vendors
    • Recommendation and administration of all IT vendor contracts and vendor relationship management
    • Evaluate service and support requests and determine ability to provide quality service and timely performance
  • Implement and maintain comprehensive network security:
    • Develop and execute a district-wide cybersecurity strategy
    • Implement multi-layered security controls to protect critical data
    • Maintain back-up systems and resource management
    • Establish maintenance standards to ensure all district resources are adequately protected from unauthorized use, virus corruption, and internet content
  • Maintenance of all network documentation and internal IT procedures
  • Develop and maintain an IT Risk Managment Plan and Disaster Recovery/Businss Continuity Plan
  • Assign, schedule, monitor, train, and evaluate technology staff
  • Research and advise district administration on software solutions for district operations
  • Consult with stakeholders to ensure effective coordination of IT services
  • Perform all other work-related duties as assigned

EDUCATION AND EXPERIENCE:

Required:

  • Bachelor's degree in computer science or related technical field
  • 3-5 years of experience in network operations, administration, and personal computer support

Strongly Preferred:

  • Industry certifications such as:
    • Cisco Meraki Solutions Specialist (CMSS)
    • Microsoft Certificated Systems Engineer (MCSE)
    • Cisco Certificated Network Assistance (CCNA)
    • VMWare Certified Professional (VCP) or equivalent
    • Microsoft Azure Administator Associate (AZ-104)
    • CompTIA Security+
    • Professional Google Workspace Administrator

KNOWLEDGE AND SKILLS:

It is expected that the IT Manager be proactive in seeking out best practices and emerging trends rather than simply maintaining the status quo.  It is required that the Information Technology Manager has specialized professional knowledge of local and wide area networks and networking/routing protocols; VMware/HyperV/Azure VM administration and troubleshooting, Microsoft Windows Domain administration including DNS, DHCP, Active Directory, terminal services, IIS, Group Policy, and Printing technologies. The Information Technology Manager must have strong knowledge of cloud-bgased platforms, particularly Microsoft Azure, including Azure Active Directory, Azure Virtual Machines, Azure Storage, and Azure Security Center.

Deep understanding of cybersecurity principles, network security protocols, and data protection best practices is essential.  Strong knowledge of SQL database administration and security management is required. Extensive knowledge on multiple operating systems is required, including Windows, Mac, and iOS. Strong knowledge of cloud services, including the Google Admin Console and Google Apps for Education is required.

The Information Technology Manager must have well-developed communication skills to convey highly technical concepts with a wide range of internal contacts, administrators, and School Board members, as well as to deal effectively with external vendors and contractors. The successful candidate must have excellent personnel management, written and oral communication, and consensus building skills. They must be able to conduct training, facilitate small group processes, and coordinate and communicate with other departments in the districts to achieve common goals.

ABILITIES:

The Information Technology Manager must be able to plan, design, organize, and implement a network with multiple servers and perform the full range of complex and technical duties described above. Must be able to analyze and evaluate the needs to users and develop the most effective program or solution to meet those needs. Must know how to install, configure, maintain and troubleshoot equipment, systems and programs used by district offices and sites.  Must be able to design and implement system interoperability solutions that enable seamless data flow between multiple platforms.  Must be able to prioritize and delegate work. Must be able to read, interpret and apply complex technical information, and relay that information to district stakeholders. Must be able to train, supervise, and evaluate assigned staff.

PHYSICAL DEMANDS:

Dexterity of hands and fingers to operate a computer, keyboard, mouse, power tools, and to handle other computer components as needed. The ability to perform all other aspects of the job, as well as the ability to lift objects to light to medium weight (less than 50 lbs.), and to bend or stoop into small areas to occasionally inspect cables or equipment in cabinets, floors, and ceilings.

ENVIRONMENTAL CONDITIONS:

This area has temperate climate conditions. Most essential functions are performed indoors, though some outdoor work is required. No vibrations, hazards, or pollutant atmospheric conditions are evident. Noise level is moderate.
