Job Description

Effectuate SFPD HRMS PeopleSoft System Upgrade in Oracle Cloud Infrastructure

MQ1 Proposer must have at least five (5) years of experience with consulting, implementation and development and/or upgrading PeopleSoft Application & PeopleTools.

Proposer to include copies of awarded contracts/executed quotes that detail each project scope.

MQ2 Proposer must demonstrate at least five (5) years of experience developing and/or upgrading customized PeopleSoft modules, SQR Reports, CRONTAB, Security Trees, interfaces and other PeopleSoft System customizations in addition to migrating an on-premises, customized PeopleSoft System to an Oracle Cloud Infrastructure (OCI) solution.

Proposer to include copies of deliverables/tasks lists included in the project plan that details

the completed project scope.

MQ3 Proposer must demonstrate at least six (6) months of experience working with Law

enforcement systems, specifically highly customized PeopleSoft HRMS application and

integrated systems.

MQ4 Proposer must demonstrate at least one (1) year of experience working within the complex infrastructure and software environment of law enforcement and its governance, including:

Law Enforcement related Enterprise software, productivity tools, hardware and hardware

components, networks and network inter-connectivity, storage systems, and miscellaneous

applications.

Task 1: TECHNICAL PROJECT MANAGEMENT DELIVERABLES

a) Coordinate efforts and priorities with the SFPD Project Manager

b) Track estimated weekly burn rate against actual weekly burn rate and Purchase Order balance

c) Attend regular project meetings to report on progress, updates and issues affecting the project.

d) Document system architecture, diagrams and all modifications performed on the PeopleSoft system.

e) Deliver system testing and cutover plans.

f) Document and deliver updated Standard Operating Procedures (SOP) instructions for PeopleSoft

g)System and OCI environments.

Document and deliver business process flow, technical architecture and setup of Single Signon Configuration between PeopleSoft and Oracle IDCS.

Task 2: IMPLEMENT, VALIDATE AND ADJUST MIGRATED PEOPLESOFT SYSTEM AND APPLICATION IN OCI

Without loss in production data, the qualified vendor will successfully implement the migration in OCI of the following remaining items:

a) SFPD HRMS DEV/TST custom projects in Application Designer

b) SFPD HRMS PRD latest changes since the inception of the project

c) SFPD FLSA, PIF for Payroll and Timesheets interface solutions and implementations

Task 3: REMEDY AND VALIDATE ISSUES REPORTED DURING UNIT TESTING

MIGRATED PEOPLESOFT SYSTEM AND APPLICATION IN OCI

Following an initial round of systems integration testing, issues have been reported and logged into our JIRA system. Currently, we have a total of 130 tickets; 100 that have been resolved and are pending validation from our in-house PeopleSoft programmer, and 30 tickets that need resolution. The types of unresolved issues include but are not limited to:

a. Real time Event Notification (REN) server issue

b. Database indexes

c. Slow performance

d. User Security Variation

The qualified vendor will successfully address any and all issues identified during unit testing and system integration testing and validate the successful delivery of the following:

a) Address, test and validate all issues reported and logged into our JIRA system

b)All SFPD HRMS customizations, jobs and functionalities in the current PeopleSoft System are functional in the updated Cloud PeopleSoft System

c) Oracle ATP database, functions and stored procedure objects

d) All converted BIP reports

e) All updated SQR Reports

f) All CRONTAB including FTP functions.

g) All custom SFPD HRMS Security Tree, row level security permissions lists, roles, user

permission lists and custom multi-department permission list and roles

h) All custom restricted access scheduling module

i) All SQR programs to extract data and write the Time Interface File (TIF)

j) The Personnel Interface File (PIF) and Pay Labor File (PFL) program

k) All interfaces including the FLSA and Timsheets developed solutions

l) Scheduled nightly processes

m) Performance of the SFPD HRMS production system for up to 3,000 concurrent users

n) Disaster recovery process of the SFPD HRMS production system

o) Backward compatibility

p) FLSA,PIF for Payroll and Timesheets integration solutions

q) Refresh of all three environments (DEV, TST and PRD) as needed

Task 4: VALIDATION OF UPGRADED SYSTEM WITH USERS (UAT)

The qualified vendor will successfully address any and all issues identified during the User Acceptance Testing sessions.

Task 5: CONDUCT A SUCCESSFUL DRESS REHEARSAL PROCESS

The qualified vendor will successfully plan and perform a dress rehearsal process, mimicking the Go Live events, ensuring all technical components and workflows have successfully upgraded and migrated to the PRD environment on OCI.

For Example, these tasks include but are not limited to:

a) Refresh of all three environments

b) Migrate PeopleSoft projects

c) Apply security

d) Build metadata

e) Validate SSO and PeopleSoft server administration

f) Batch process scheduling

g) Evaluating system performance

Task 6: KNOWLEDGE TRANSFER AND DOCUMENTATION

The qualified vendor will provide knowledge transfer sessions to SFPD personnel to provide operational support and maintenance of the updated SFPD HRMS PeopleSoft system and the SFPD's OCI environment.

In addition, the qualified vendor will provide supporting detailed documentation of all technical implementations.

Past Project Details: The descriptions shall include each item listed below.

a. Project name;

b. Project scope summary;

c. Dates when the project was performed;

d. Project costs;

e. Proposer's role and responsibilities in the project;

f. Proposer's performance on delivering the project on schedule and on budget;

g. Proposer staff members who worked on the project; and

h. Client name, reference, and contact info.
