Position Summary
As a key member of the design team, the Federal Civilian Design Program Manager serves as the day-to-day point of contact for civilian agency multi-year, task order contracts, which include traditional A/E design, construction management/owner’s representative services, and other related design and building solutions support services. Primary responsibilities include client and program management, as well as project management. This position will lead the program and support the project team by overseeing projects from start to finish. Projects could be a wide variety of work including space planning, facility assessments, asset management, FF&E, interior renovations, etc.

Key Tasks
The following is a general list of tasks falling into the areas of responsibility of Program Manager. It attempts to present a comprehensive, but not complete, listing of potential assignments that may be undertaken.
• Maintain thorough review and understanding of the Owner's contract to ensure GMHILL compliance with all contractual requirements. Check for new FAR clauses or requirements. Participate in contract negotiations as required.
• Develop, maintain, and leverage relationships with Clients for possible repeat business. Participate in business development activities and assist in preparation of proposals and promote productive client relationships.
• Assist with establishing and ensuring proper project staffing.
• Assist with establishing overall project procedures, work plan, and monitor compliance.
• Oversee the project document control system to ensure the project is using the most current contract documents for design and construction management, ensuring projects are properly documented in invoices and payment is received timely.
• Provide leadership in the professional and career development of subordinates.
• Review existing HR performance evaluations and monitor for timely annual evaluations.
• Develop weekly / monthly reports and progress reports, both internally and for the client.
• Support the development of the Program of Requirements (POR) and/or Scopes of Work (SOW).
• Review the Design Intent Drawings (DiDs) for scope accuracy.
• Review the Construction Drawings (CDs) for scope, technical accuracy, constructability, and bid ability.
• Prepare meeting agendas and meeting minutes.
• Perform value engineering reviews.
• Review project submittals.
• Prepare government cost estimates.
• Prepare and update project schedules.
• Ensure schedule requirements are incorporated into appropriate subcontractors and purchase orders.
• Set up and maintain job files.
• Prepare and update the project budget.
• Review cost proposals and change orders.
• Perform substantial completion inspection.
• Review pay applications and provide technical recommendations for payment to Owner based upon photo or on-site review.
• Maintain Owner project documentation based upon existing network guidelines and file management protocols. These files serve as working environment for Owner and result in the final turnover package for Owner.
• Respond to Requests for Information (RFI’s).
• Maintain logs of all construction documents.

Education and Training Requirements:
• Bachelor’s and/or master’s degree in engineering or architecture.
• Register architect or professional engineer.
• 15+ years’ experience in architecture, engineering, or construction management.
• CCM, PMP, or related project management certification desired.
• Federal experience preferred, particularly with federal civilian agencies (e.g., GSA, DHS, EPA, DOI).

• Systems & Software - proficient level knowledge of Microsoft Office software applications (Office 365), Microsoft Project, RS Means, BlueBeam, Adobe, and CADD/BIM – Smartsheet and Procore, desired.
Physical Demands and Environmental:
• Physical ability to climb ladders and navigate construction sites unaided.
• Constantly communicating with others to exchange information.
• Constantly repeating motions that may include the wrists, hands and/or fingers.
• Constantly assessing the accuracy, neatness and thoroughness of the work assigned.
• Occasionally ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.
• Occasionally moving self in different positions to accomplish tasks in various environments including tight and confined spaces.
• Occasionally remaining in a stationary position, often standing or sitting for prolonged periods.
• Occasionally moving about to accomplish tasks or moving from one worksite to another.
• Occasionally adjusting or moving objects up to 50 pounds in all directions.
• Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind.
• Occasional noise while on construction sites.
