POSITION DESCRIPTION:

CNF Technologies is searching for a seasoned Site Security Manager (SSM) & Contractor Program Security Officer (CPSO). This is a multidisciplinary security position requiring a highly qualified security professional in support of multiple special access programs and collateral level contracts. The Site Security Manager (SSM) / Contractor Program Security Officer (CPSO) is responsible for the management, direction, administration and development of security programs and procedures for those assigned programs that have contractually imposed security requirements. The CPSO is the primary interface with government agencies, prime and subcontractors’ regarding assigned program security matters and requirements. The CPSO must be proficient and capable of execution of duties pertaining to Special Access Program (SAP) personnel security, physical security, and information security. Implement security processes necessary to protect classified information, with strict adherence to NISPOM, ICDs and other applicable Executive Order and DOD regulations. As a Site Security Manager (SSM), this position will oversee SCIF construction operations, ensuring compliance with Construction Security Plans, conduct security inspections, documenting deviations, and coordinating incident reporting. The SSM must have in-depth practical experience in the design and execution of SCIF and SAPF construction projects. They will coordinate with construction managers and corporate staff alike, creating staffing schedules and a weekly presentation of construction progress. Must have leadership skills and be capable of managing/working with a team of security professionals and Program Managers, prioritizing, and managing dynamic workloads while applying risk mitigation methodologies.

FUNCTIONAL RESPONSIBILITIES:

SECURITY MANAGEMENT

• Work with the SAP government program manager (GPM) to ensure a secure environment to facilitate the successful development and execution of SAP programs.

• Development of Program Protection Plans (PPPs) and OPSEC Plans, Standard Operating Procedures (SOP).

• Conduct internal self-inspections and assist with Staff Assistance Visits and Customer Security Assessments.

• Interpret and implement security classification guidance.

• Working knowledge in the preparation and maintenance of prime and subcontract DD254s.

• Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes.

• Develops, maintains, and administers Operations Security by identifying critical information, analyzing threats and vulnerabilities, assessing risks, and applying appropriate mitigation methods.

• Initiate/maintain personnel security records and clearances for collateral, SAP/SAR/SCI related programs to include the use of JADE, DISS, SWFT, ACCS, and NISS.

• Perform initial access eligibility determinations and create PARs and SCI nominations.• Provides initial program indoctrination of employees after access approval; and debrief as required.

• Conducts pre and post-travel briefings/debriefings and reviews all foreign travel itineraries of program-accessed personnel.

• Monitor organizations employee Personal Security Clearances. Initiate initial/periodic re investigations and manage incident reporting/reportable information program and take immediate action when new adverse or questionable information is discovered regarding an individual with current access.

PHYSICAL SECURITY

• Possess expert level of knowledge of ICD 705 and DoDM 5105.21, Volume 2 relevant to SCIF and SAPF construction, accreditation, and maintenance.

• Manage/maintain Intrusion Detection System (IDS) and Access Control System (ACS) in accordance with DoD and Underwriters Laboratories (UL) 2050 compliance standard.

• Develop/maintain Fixed Facility Checklists to establish/update classified work areas, including maintaining necessary waiver/approval records.

• Apply physical security concepts to improve security in-depth posture.

• Manage Alarm Response Program.

• Develop and manage key and combination control program.

• Availability to respond to after-hours alarms and emergency conditions.

• Maintain a visitor control program, process incoming and outgoing visit certifications.

INFORMATION SECURITY

• Establishes and oversee classified material control program.

• Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation.

• Conducts annual inventory of accountable classified material.

• Establishes written procedures as well as monitors procedures for reproduction and destruction.

• Establishes and oversees specialized procedures for transmission of SAP materials.

• Ensure all classified materials are marked and controlled in accordance with contractual requirements.

• Develop classified courier transportation plans for government approval and detailed courier instructions/training to designated couriers.

SECURITY EDUCATION & TRAINING

• Provides overall management and direction for assigned SAP SETA programs.

• Develop/conduct formal initial and recurring security education and training materials/events.

• Operate and maintain a security education, training and awareness programs including indoctrinations, annual refresher training, debriefings, and event specific training.

• Be a proficient briefer capable of training large numbers of personnel.

• Ensures the SETA program meets specific and unique requirements of every SAP.

• Delivers country-specific threat/defensive briefs to personnel travelling to foreign countries.

SCIF CONSTRUCTION

• Draft Construction Security Plans in accordance with, ICD 705 and/or Accrediting Official’s organizational policies.

• Outline Threats and Risk Mitigation Strategies.

• Enforce/Implement construction security plans.

• Lead meetings, in-progress reviews, working groups, and design meetings (35/65/95%).

• Conduct design reviews from a security perspective to confirm designs and plans are inclusive of SCIF/SAPF accreditation requirements.

• Conduct Initial and subsequent risk assessments Work with the AOs and project General Contractor on security requirements for the project(s).

• Ensure ICD 705 requirements are implemented and advise of any variances.

• Conduct periodic entry/exit inspections to ensure compliance with the CSP.

• Document security incidents/deviations the CSP and make appropriate notifications w/ 24hrs.

• Ensure access control procedures are implemented.

• Maintain a list of all workers, companies, and vendors used on the project and include this list with facility accreditation files.

• Maintain CST and CAG documentation records for the duration of the project to include in final accreditation package.

• Coordinate SSM staff on-site resources to continuous monitoring of the construction site.

• Develop SOPs for performance of duties in accordance with the ICD 705, CSP.

• Create, Develop, and Apply inspection methods to finished and unfinished construction work, materials, tools, equipment, personnel, and personal items.

• Initiate and update FFC and TEMPEST checklist compiling all documentation for submission.

• Perform or oversee all STC and IEEE-299 testing conducted in support of approved CSPs.

• Ensure adequate coverage on site by delegating tasks as needed.

• Ensure CSTs full understanding of the construction and purpose.

• Updates the CSTs with notes gathered from GC daily meetings.

• Manages CST daily assignments.

REQUIRED SKILLS, EXPERIENCE, & KNOWLEDGE:

• Shall have successfully completed the Department of State (DoS) Construction Surveillance Technician training course (SE631), SSM Training (SE-601) or equivalent training.

• Detailed knowledge of the DoD SAP Manuals Vol 1-4 and its implementation.

• High level of understanding and proficiency of the NISPOM.

• In-depth knowledge of the NISP and proven experience with DCSA Security Vulnerability Assessments.

• Strong oral and written communications skills.

• Ability to work well under pressure, possess good problem-solving skills, and be able to enforce policies in a professional and personable manner.

• Willing to travel on company business (approximately 25%).

• Have a wide range of experience to expand across multiple security disciplines (Personnel, Information, Physical, Industrial Security) and environments (Operational, Research and Development, Test and Evaluation, Command and Control).

• Basic understanding of Cyber Security, specifically Knowledge of NIST Risk Management Framework (RMF) Security requirements.

• Ability to perform COMSEC duties including inventory and disposition.

• Strong organizational skills and attention to detail.

• Intermediate competency level with Microsoft Office Suite programs.

• Ability to solve problems of varying levels of complexity.

SECURITY REQUIREMENTS:

Must possess Current TS/SCI with SAP Eligibility.

LOCATION/TRAVEL REQUIREMENTS:

Place of work is Colorado Springs, CO, remote work opportunity is available. You WILL be required to travel periodically in support of SCIF builds outside the Colorado Springs commuting distance – approximately 25% .

The pay range for this position in Colorado is $135,000/year to $160,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors. CNF also offers a full range of medical, financial, and other benefits, dependent on the position offered. This information is provided per the Colorado Equal Pay Act. Base pay information is based on market location.
