The Southeast Regional Professional Development Center (RPDC) has been housed on the campus of Southeast Missouri State University since 1996. The Center serves approximately 84 school districts in the southeast region. RPDC personnel provide training programs for the teachers and administrators throughout the area on a continuous basis.

Primary Responsibilities

  • Provide training and/or technical assistance (TA) to assigned Local Education Agencies (LEAs) on policies, procedures and practices related to compliance with federal and state requirements under IDEA. Priority for this activity will be given to LEAs with an upcoming special education monitoring review, districts required to submit evidence of correction of noncompliance within twelve (12) months or districts struggling to meet compliance, upon request by DESE.
  • Provide support to LEAs to develop and implement effective special education corrective action plans
  • Follow Office of Special Education (OSE) compliance section procedures for providing training and technical assistance to districts with high percentages of non-compliance and/or are either unwilling or unable to correct non-compliance
  • Collaborate with Part C staff to provide training on Part C-to-B transition
  • Provide training to both general and special education administrators on the essentials of compliance with state and federal regulations implementing the IDEA
  • Provide training/technical assistance to districts in region identified by DESE determinations as “Needs Assistance”
  • Provide training, coaching and technical assistance to Missouri LEAs on the use of DESE identified activities
  • Assist compliance staff in the OSE with the self-assessment training conducted for all LEAs the year prior to their special education monitoring review as requested
  • Attend regional Local Administrators in Special Education (LASE) meetings to provide professional development and technical assistance
  • Provide training/technical assistance to districts in region identified by DESE as having noncompliance/corrective actions as a result of a child complaint
  • Collaborate with DESE in the review/revision of compliance resources including, but not limited to, model forms, the Standards and Indicators Manual, webinar training, etc.
  • Participate in on-site monitoring reviews as requested by DESE (October-May). This includes planning/preparation and participation in the onsite review
  • Investigate child complaints as requested by DESE
  • Collaborate with DESE to review monitoring and other relevant data, to identify trends and to plan for increasing district compliance with Part B of the Individuals with Disabilities Education Act (IDEA)
  • Report data/consultant activities monthly in a format and through a system designated by DESE. Consultants are expected to only work with assigned public agencies unless requested and/or approved by DESE.
  • Participate in collaborative planning meetings with other Regional Professional Development Center (RPDC) and DESE staff for district and school improvement
  • Participate in the development and/or revision of training modules, as requested by DESE
  • Collaborates and supports the work and initiatives of the Southeast RPDC personnel as it relates to professional learning and increasing educational outcomes for students with disabilities
  • Attend and actively participate in all DESE required statewide meetings/trainings
  • Collaborate with DESE to provide support to all assigned LEAs in the effective implementation of the compliance requirements for development and implementation of postsecondary transition plans for students with disabilities
  • Provide statewide, regional or targeted training for compliance with state and federal regulations implementing IDEA to LEA staff (general and special education teachers and administrators)
  • Reduce compliance issues identified in special education monitoring
  • Attend and actively participate in all DESE required statewide meetings/trainings

Required Qualifications

  • Master's degree in Education with certification in Special Education
  • Minimum 7 years of experience as a Special Education administrator or Special Education Process Coordinator
  • Knowledge of research-based best practices in education, especially related to instructing students with disabilities
  • Knowledge of state and federal special education laws and regulations, including Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, and Americans with Disabilities Act (ADA)
  • Knowledge of Missouri Special Education Compliance Standards and Indicators and Missouri State Plan for Special Education
  • Understanding of special education process and effective systems for implementation of special education procedures
  • Knowledge of IDEA procedures and Missouri eligibility criteria
  • Knowledge of Missouri Learning Standards
  • Knowledge of the Science of Reading and the research behind how children learn to read
  • Experience collaborating in a variety of team opportunities with diverse stakeholder groups
  • Knowledge of Multi-tiered Systems of Support
  • Knowledge of the Components of Special Education such as: Effective Literacy, Developing Quality IEPs, MAP-A, Social Emotional Learning, Standards-based IEPs, Post-Secondary Transition, Co-Teaching, and Differentiated Practices
  • Strong presentation and facilitation skills-experience in facilitating adult learning
  • Ability and means to travel in the state of Missouri on a regular basis
  • Strong interpersonal skills, including the ability to listen, work in groups, communicate both verbally and non-verbally in a professional manner, and work collaboratively to solve unique and novel problems in a timely manner
  • Evidence of an on-going customer focus
  • Ability to manage multiple priorities and projects using strong organizational and project management skills
