Job Description

Summary

Performs senior-level (highly complex) work. Work involves responding to routine complaints and calls for service, investigating as needed to assist in the protection of the city’s residents and property; enforcement of laws and ordinances and following department’s policies and procedures applicable to span of control while preserving, protecting, and defending the Constitution of the United States of America. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Essential Duties & Required Qualifications

  • Patrols as assigned, by vehicle, or by foot, to prevent crimes and enforce laws and ordinances, and to protect citizens and property.
  • Directs and escorts traffic, operates traffic radar, issues citations, and investigates traffic accidents.
  • Chases, apprehends, and processes persons suspected of criminal acts.
  • Responds to emergency and routine calls for service and other line tasks as may be assigned.
  • Takes initial criminal investigations reports and complete follow-up as assigned.
  • Collects evidence from crime scenes, maintaining chain of custody.
  • Issues citations, warnings and makes custody arrests.
  • May work in special programs or specialized units as assigned.
  • Keeps records of activities and makes reports concerning crimes, complaints, collisions and investigations.
  • Coordinates prosecution with district and county attorneys as required and make court appearances when required.
  • Shares information and works with other law enforcement agencies as directed and appropriate.
  • When not on duty, may maintain scheduled on-call status for major event response.
  • May be assigned to attend community events in a public relations role.
  • Preserves, protects and defends the Constitution of the United States of America.
  • May participate in recruiting or testing for the hiring process.
  • Other duties may be assigned.

Additional Duties:

  • Frequent public speaking at public events, when teaching classes to the public and when giving tours.
  • Coordinates attendance by patrol as needed for events.
  • Coordinates and teaches the citizen’s police academy.
  • Attends monthly meetings LCPAAA (Leander Citizens’ Police Academy Alumni Association), and the Leander Chamber of Commerce luncheon.
  • Attends the crime prevention group meetings.
  • Runs the department’s Public Safety Cadets program, maintaining the requirements of the program in staffing levels for instructors.
  • Speaks at events, and other education needs.
  • Presents and updates power point presentations for community education and classes and creates new presentations as needed.


School Resource Officer

Reports to: Sergeant – SRO

Step: 2 and above

Additional Duties:

  • Works in assigned Leander school district schools within the city limits as an SRO

Additional Training:

  • Takes and maintains any required SRO training as mandated by TCOLE.


K9 Officer

Reports to: SIU Sergeant

Step: 2 and above

Additional Duties:

  • Feeds and inspects the canine daily.
  • Provides clean, sanitary, and healthy living quarters and conditions for the canine.
  • Assumes responsibility for the canine's actions and attempts to prevent the canine from being a nuisance to other officers, personnel, etc.
  • Maintains current working knowledge of applicable case law, statutes and legal requirements concerning utilization of canines for searches.
  • Completes training procedures and exercises as prescribed by the instructors from training schools, etc.
  • Maintains current canine and canine handler detection certification.
  • Assists patrol when necessary.


Officer - Traffic

Reports to: Sergeant – Traffic

Additional Duties:

  • Assists with traffic trailer maintenance and deployment as assigned
  • Assists with wrecker compliance inspections and monitoring as assigned.
  • Assists patrol when necessary.


Officer– Detective

Reports to: Sergeant – CID

Step: 2 and above

Additional Duties:

  • Collects, reviews, and prepares evidence from crime scenes and death investigations, while maintaining proper chain of custody, for trial. This also includes video and audio recordings from crime scenes, photographing the scenes, and proper storage of this media.
  • As needed for the investigations, issues citations and makes custody arrests.
  • Keeps records of activities and makes timely reports concerning all findings of investigations.
  • Shares information and works with other law enforcement agencies as directed and appropriate. Prepares cases and presents them to grand juries, district courts and county courts for review. Coordinates prosecution with district and county attorneys as required and testifies in court when required.
  • When not on duty, maintains a rotating on-call status with other detectives for response as needed.
  • Works overflow cases and priority cases based on immediate need and priority of the case to include sexual assault cases, Child Protective Services cases, death investigation cases and violent and immediate threat cases.
  • Follow-up and communicates with victims on case status, as appropriate.
  • Assists other specialized units when needed.
  • May work in special programs as assigned. These assignments may include CALEA proofs, recruiting, background investigations, officer field training, and attending civic and related functions in a public relations role.


SIU Officer

Reports to: Sergeant - SIU

Step: 3 and above

Additional Duties:

  • Serves misdemeanor, felony and municipal warrants from the department.
  • Plans, coordinates, and executes high risk warrant operations.
  • Service of outside agencies’ TCIC/NCIC warrants within the city.
  • Service of court process, including witness summons, subpoenas, code enforcement summons.
  • Participates in prisoner extradition out of county and out of state.
  • Develops threat assessment packages on wanted subjects.
  • Assists patrol and CID as necessary.
  • Acts as court bailiff and provide judicial security.
  • May conduct sex offender registration, compliance checks, etc. as directed by the lieutenant.


Commercial Vehicle Enforcement Officer

Reports to: Sergeant – Traffic

Step: 3 and above

Additional duties:

  • Performs complex technical and regulatory work to identify and report safety compliance or noncompliance status of vehicles and/or vehicle operators to ensure their compliance with federal regulations and Texas statutes and regulations while operating on public highways and roads.
  • Conducts safety inspections and quality assurance reviews of commercial motor vehicles and takes required actions in accordance with federal regulations and State law, within DPS Policy/MOU Agreement.
  • Responds to telephone, written or in person inquiries from the general public concerning commercial vehicle requirements.
  • Assists local and state law enforcement personnel on special investigations of commercial carrier operations and individuals regarding violations of the safety regulations.
  • During regular duty hours, respond to crashes involving commercial motor vehicles occurring within the city.
  • Responds to hazardous material spill involving a commercial motor vehicle at the request of the Leander Fire Department.
  • Responsible for maintaining all requirements in the statement of work "Memorandum of Understanding between The Texas Department of Public Safety and the Leander Police Department" agreement.
  • Will routinely upload inspection data to DPS.
  • Responds to DataQ's within the specified times when received from DPS MCB.
  • Assists corporal or sergeant as assigned with traffic trailer maintenance and deployment; traffic statistical reporting both annual and monthly; wrecker compliance inspections and monitoring.
  • Presents training as necessary for patrol officers in the area of commercial motor vehicles.


Officer – PSD

Reports to: Sergeant – Professional Standards

Step: 3 and above

Additional duties:

  • Schedules and coordinates related field-training orientation for new employees.
  • Assists with management of the records in the various software systems for training.
  • Assists with management of the FTO program by setting schedules for probationary officers and field training officers and ensures that their training is progressing at a normal rate.
  • Assists with maintaining yearly schedule for training in compliance with CALEA standards and any additional department needs.
  • Assists with management of recruiting and hiring process overall schedule including postings, academy recruiting trips, ordering and administering written tests, administering ability testing, oral boards, backgrounds and chief’s interview.
  • Assists in ensuring F-5R obtained for each licensed applicant prior to background investigation and completed as required by Administrative Law.


Required Education and Experience:

  • High School Graduate or its equivalent.


Required Certificate and Licenses:

  • Valid Class C driver’s license from any state. Must be able to obtain a Texas driver’s license within 90 days of hire date.
  • Currently a licensed peace officer with TCOLE license.
    • If from out of state, already have obtained a TCOLE license, and be eligible for intermediate certificate upon completion of required courses.


Preferred Qualifications

  • Associate's degree (A.A.) or equivalent from an accredited college or university or technical school.

Knowledge, Skills & Abilities

  • Municipal police administration and organization.
  • Departmental rules and regulations, all appropriate criminal laws, including city ordinances and appropriate administrative laws. Observes safety and security procedures. Determines appropriate action beyond guidelines.
  • The use and care of specialized equipment. Including police car, police radio, handgun and other weapons as required, handcuffs, first aid equipment, and any other equipment as required.
  • Mandates and covenants required by department’s participation in the various law enforcement information and resource systems.
  • Possess excellent customer service skills and phone etiquette.

We offer two types of medical plans (a traditional PPO plan and a high deductible health plan) so that you can choose the one that best fits your needs. The premium you pay is based on which plan you select and who you cover. Covering just yourself? The City currently pays the entire employee-only premium for either plan. Covering qualified dependents in your family? Currently, we'll pay your employee premium and split the remainder of the spouse/child/family premium with you - we pay 60%; you pay 40%. That generous cost share reflects our philosophy that our employees and their families should have the best health care we can afford to provide.



Dental
Dental plans include a DMO option (no cost for employee-only coverage) and two more traditional plans whose premiums are also affordable. You can choose to cover yourself or any qualified dependents and choose which plan best suits your dental needs. Currently, for the DHMO option, we pay the employee premium and split the remainder of the spouse/child/family premiums with you – we pay 50%; you pay 50%. Under the more traditional plans, although we don't pay the entire employee-only premium, we still split the incremental dependent premiums with you 50/50.



Vision
Access to $10 eye exam co-pays and up to $150 frame and contact lens allowances make vision insurance a popular benefit among employees. Cover yourself for just a few bucks a pay period or all of your qualified dependents for not much more.



Life/AD&D
Your basic employee $15,000 term life insurance policy is paid for by the city. Accidental Death & Dismemberment under the plan would pay an additional $15,000 to your beneficiary if you die in an accident. More life insurance coverage is paid for by the City and provided through our Texas Municipal Retirement System (TMRS) program. If that's still not enough coverage, you can purchase more life/AD&D coverage for yourself and your qualified dependents. Over the age of 65? These coverages are subject to an age reduction schedule.



Disability
Both short and long term disability plans which provide up to 60% income replacement are available to purchase at competitive rates.



Accident & Cancer
Need extra coverage for off-the-job medical injuries or a cancer diagnosis? Supplemental plans that pay cash for some of life's most unexpected events are available for purchase.



Flexible Spending Accounts (FSA)
Want to set aside some pre-tax dollars for health care expenses or dependent care expenses? If you select the traditional EPO medical coverage, you can set aside pre-tax money for medical expenses through the City's Section 125 medical FSA plan, which is managed by an outside carrier. You can do the same for dependent day care expenses, regardless of which medical plan you select.



Health Savings Accounts (HSA)
The high deductible health care plan has its own provisions for pre-tax health savings (HSA) so you can set aside money for your qualified health care expenses. The City will add $1000 to your health savings account to get you started each plan year.



Employee Assistance Program
We know that sometimes your needs are much different than a doctor visit or a prescription, so the City pays for a generous employee assistance program through Alliance to help you or any household member with counseling, legal referrals or simply a safe ride home.



Holidays
The City has thirteen designated holidays each year.



Vacation Leave
Most full time, regular employees (excluding firefighters on a 24 hour shift schedule and department heads) accrue 3.69 hours of vacation time each pay period and are eligible to use that time after just six months of employment. The longer you work for the city, the more vacation time you receive, with those accrual rates going up at 4, 9 and 14+ years of service. Never use your vacation time? Don't worry; you can bank up to two times your annual accrued hours before you stop accruing.



Sick Leave
As a full time regular employee (excluding firefighters on a 24 hour shift), you accrue 3.69 hours of sick leave each pay period, which you are eligible to use after your first pay period with the city. You can also continue to build your sick leave balance up to 480 hours for those unexpected emergencies.



Longevity Pay
Regular full-time employees after they've been employed for one year or more are eligible for an annual payout of $5 for every month of City service. So, while that first year $60 check might not seem like a ton of money, that $1500 check (minus taxes of course) for your 25 years of service which is paid around Thanksgiving will likely help you feel very thankful for a little extra cash for Christmas shopping.



Retirement
All regular full-time employees participate in our Texas Municipal Retirement System (TMRS). Your 7% investment each payroll period is matched 2 to 1 by the City and is vested at 5 years. You can retire at age 60 with 5 or more years of service or younger if you have at least 20 years of service. You can also receive service credit for certain types of military service. The City's TMRS plan is one of the most generous retirement plans around.



Deferred Compensation
If saving 7% with a 2 to 1 match through TMRS isn't enough to meet your financial goals, you can stash even more on a pre-tax basis through the City's 457 plan. Start or stop saving at any time – up to $18,000 annually if you're under 50, and up to $24,000 if you're older.



Social Security
City of Leander employees also participate in the social security system under FICA regulations.
